Yes. Every puzzle ships with the app. A connection is only needed for ads; if there is none, no ad is shown and you still get your hint.
On your phone. No account, no cloud backup. Delete the app and the progress goes with it.
It happens. The vocabulary is compiled from dictionary sources, so some glosses are technically correct but weak in everyday use. Tell me which clue and I will fix it.
On iPhone: Settings → [your name] → Subscriptions. Cancelling goes through Apple, not through the app.
Tap Restore Purchases on the settings screen. You need to be signed in with the same Apple Account.
